Downtown Center Business Improvement District Renewal 

For nearly 30 years, the Downtown Center Business Improvement District (BID) has delivered many of the services people often assume are provided by the City. From safety patrols, sidewalk cleaning, graffiti removal, and homeless outreach to economic development, marketing, placemaking, and community events, the BID invests directly in strengthening the heart of Downtown Los Angeles.  

Today, we are asking for your support to continue and expand on that work by helping us renew the Downtown Center BID’s services for another ten-year term – from January 1, 2028, through December 31, 2037.

Who We Are 

We're The Purple People

Founded in 1998, the Downtown Center Business Improvement District (DCBID) is a coalition of over 2,000 property owners in the central business district of Downtown Los Angeles (DTLA). Bounded by the Harbor Freeway to the west, First Street to the north, Main and Hill Streets to the east, and Olympic Boulevard and 9th Street to the south, the purpose of the DCBID is to enhance the quality of life in the 65 square-blocks of the District.

The DTLA Alliance manages and adminsters the Downtown Center Business Improvement District providing services from 24/7 safety patrols, power washing, trash removal, graffiti removal, tree trimming, and homeless outreach, to marketing, economic development, and advocacy, to placemaking and community events - services that strengthen the heart of DTLA.

Clean & Safe and Life without the BID 

What We Do 

You might think it’s the City, it’s the BID.  

Every day, the DTLA Alliance delivers hundreds of services that make the Downtown Center clean, safe, and welcoming for the thousands of people who live, work, invest, and visit here. 

Safe & Clean 

Improving the safety, cleanliness, & quality of life in the District, we: 

  • Provide a 24/7 safety patrol
  • Sweep & power wash over 500 miles
    of sidewalk
  • Remove 74,000 bags of trash each year from over 250 receptacles
  • Trim over 1,000 trees
  • Remove graffiti including over 130,000 clean-ups last year
  • Provide dedicated outreach & connection to services for individuals experiencing homelessness
  • Operate a 24/7 safe & clean hotline & mobile app

Marketing & Placemaking 

  • Supporting Downtown as a premier destination to live, work, & play, we:
  • Promote DTLA businesses & events on DowntownLA.com, e-mail newsletters, & social media with over 5M impressions annually.
  • Participate in & produce nearly 60 community events & activations annually including Dog Day, Halloween Festival for Kids, Grand Illuminations, & DTLA Summer Camp.
  • Launch placemaking initiatives including murals, Heart of Downtown signage, streetscape enhancements, & decorative lighting.

Economic Development 

  • Focusing on attracting & supporting investment & development in the District, we:
  • Are the leading source of DTLA market information & insights.
  • Produce annual DTLA Trends & Outlook Breakfast, DTLA Outlook & Insights Report, Quarterly Market Reports, & custom market research & surveys.
  • Manage business attraction & retention programs including advocacy, tours & programs for investors, developers, brokers, & prospective tenants.

In our annual DTLA Survey, more than 300 property owners and those who work for property owners were clear that they wanted:
