ROW DTLA Residential Project
In July 2025, Atlas Capital submitted an application to the Planning Department seeking approvals for the construction of three buildings totaling nearly 900,000 square feet of floor area at 787 S. Alameda Street. The proposed project would replace surface parking on the east side of the ROW DTLA campus with housing.
The trio of eight-story structures would contain a combined 1,000 apartments in a mix of studio, one-, and two-bedroom floor plans, as well as parking for 1,092 vehicles and 6,547 square feet of ground-floor retail space.
The proposed development would rely on density bonus incentives to grant waivers from zoning standards. In exchange, Atlas Capital would set aside 114 total apartments as affordable housing for very low-income renters.
KFA Architecture is designing the project, which would use incremental stepbacks on the upper floors of the building to create a series of cascading terrace decks. Plans also show numerous common outdoor courtyards and amenity spaces scattered throughout the buildings.
